Each water molecule has four points of potential attraction (2 somewhat positive hydrogen atoms and 2 negative electron pairs). Because those four points are arranged in a tetrahedron, the structure formed as they come together and lock in place is 3 dimensional.
This forms a large open structure.
It is this open structure that makes the density of ice lower than water. This is why ice floats, and why a can of soda placed in the freezer will push out the ends of the can and sometimes burst.
